First struck in 1854, there is no officially accepted explanation as to why Congress decided to establish this new denomination. Some experts believe it may have been created to facilitate the purchase of 3-cent postage stamps in sheets of 100. Regardless of its origin, the coin proved to be unpopular with the public and as a result, mintages for most years are relatively low.
